How does the warp factor scale work?

Short answer

The warp factor scale comes from Star Trek, not from physics. In the original series, speed is roughly the warp factor cubed times the speed of light, so warp 2 is 8 c. The Next Generation redefined it so that speed grows roughly as the warp factor to the power 10/3 up to warp 9 and becomes infinite at warp 10. Real warp-drive research has no equivalent scale.

Two fictional scales

WarpOriginal series (w³)TNG (≈ w10/3)
11 c1 c
28 c10 c
5125 c214 c
9729 c≈ 1,500 c

Above warp 9 the Next Generation scale rises much more steeply than w10/3 and reaches infinity at warp 10.

A power law, not an exponential

Doubling the warp factor multiplies the speed by about ten (210/3 ≈ 10). An exponential scale would multiply the speed by a fixed factor for every single step.

In real physics

In general relativity, the speed of a warp bubble is a free parameter of the geometry, and the cost of a given speed depends on the bubble design. There is no standard “warp factor”.
